nrf: make rgbmatrix and framebufferio optional
Ports can set CIRCUITPY_RGBMATRIX and CIRCUITPY_FRAMEBUFFERIO to 0
in their .mk file in order to prevent these from being built. This
is necessary for resource-constrained devices.
